So is the H.264 problem going to be solved?

Interesting report in The Register about Google’s acquisition of On2, the company that developed the VP3 codec which is the basis for Ogg Theora.

The question is still whether Google will turn around and open source On2’s video codecs. In announcing the original pact, Mountain View made a point of saying that it believes “high-quality video compression technology should be a part of the web platform” — and that On2 is a means of reaching that end.

The major web browser makers – including Google, Apple, Mozilla, Opera, and Microsoft – have failed to agree on a single common codec for the new HTML5 video tag. The HTML5 spec allows for any codec, and while some have opted for the open and license-free Ogg Theora, others are sticking to the license-encumbered H.264 for reasons of performance, hardware support, and alleged patent anxiety.

Linux regaining netbook market share quickly

It’s funny how people become infected with myths of Microsoft omnipotence. After the first rush of Linux-only netbooks and Microsoft responded by extending the life of XP, commentators shook their heads and opined that hope of liberation from Windows were naive. Now comes some interesting news of what market research is showing.

ABI Research published some new data last month and the results may surprise you. They place the 2009 market share for Linux on netbooks at 32% with 11 million units preloaded with Linux shipping this year. In an interview with DesktopLinux.com, Jeffrey Orr of ABI makes clear that dial boot machines (i.e.: the Acer Aspire One AOD250-1613) and machines that are purchased with Windows but later have Linux loaded do not count in the 32% number. That number is pure Linux sales. This data confirms comments made first by Jay Pinkert and later by Todd Finch of Dell that one third of their netbooks sales are Linux machines and that there is no higher return rate for Linux systems than there is for ones sold with Windows preloaded…

And that’s before the Chrome OS machines arrive.

White House moves to Drupal for its website

Tim O’Reilly has some interesting comments on the news that the Obama team has gone for the Open Source CMS to run the White House site. Excerpts:

Yesterday, the new media team at the White House announced via the Associated Press that whitehouse.gov is now running on Drupal, the open source content management system. That Drupal implementation is in turn running on a Red Hat Linux system with Apache, MySQL and the rest of the LAMP stack. Apache Solr is the new White House search engine.

This move is obviously a big win for open source. As John Scott of Open Source for America (a group advocating open source adoption by government, to which I am an advisor) noted in an email to me: “This is great news not only for the use of open source software, but the validation of the open source development model. The White House’s adoption of community-based software provides a great example for the rest of the government to follow.”

John is right. While open source is already widespread throughout the government, its adoption by the White House will almost certainly give permission for much wider uptake.

Particularly telling are the reasons that the White House made the switch. According to the AP article:

White House officials described the change as similar to rebuilding the foundation of a building without changing the street-level appearance of the facade. It was expected to make the White House site more secure – and the same could be true for other administration sites in the future….

Having the public write code may seem like a security risk, but it’s just the opposite, experts inside and outside the government argued. Because programmers collaborate to find errors or opportunities to exploit Web code, the final product is therefore more secure.

More than just security, though, the White House saw the opportunity to increase their flexibility. Drupal has a huge library of user-contributed modules that will provide functionality the White House can use to expand its social media capabilities, with everything from super-scalable live chats to multi-lingual support.

Particularly interesting is the fact that the team cites greater security as one of the reasons for moving. this suggests a pretty sophisticated — for policymakers, anyway — understanding of the argument that proprietary software is, paradoxically, likely to be less secure than open software.

Somehow, I can’t see the UK government getting that. Brown & Co still think Microsoft is cutting edge.

Openness is the key

It’s nice to be cited. Today, in a speech to the FCC on “Preserving a Free and Open Internet: A Platform for Innovation, Opportunity, and Prosperity”, Julius Genachowski, the Chairman of the Brookings Institution, said this:

Why has the Internet proved to be such a powerful engine for creativity, innovation, and economic growth? A big part of the answer traces back to one key decision by the Internet’s original architects: to make the Internet an open system.

Historian John Naughton describes the Internet as an attempt to answer the following question: How do you design a network that is “future proof” — that can support the applications that today’s inventors have not yet dreamed of? The solution was to devise a network of networks that would not be biased in favor of any particular application. The Internet’s creators didn’t want the network architecture — or any single entity — to pick winners and losers. Because it might pick the wrong ones. Instead, the Internet’s open architecture pushes decision-making and intelligence to the edge of the network — to end users, to the cloud, to businesses of every size and in every sector of the economy, to creators and speakers across the country and around the globe. In the words of Tim Berners-Lee, the Internet is a “blank canvas” — allowing anyone to contribute and to innovate without permission…

It’s an excellent speech. Worth reading in full.

What Microsoft really thinks of Linux

Well, what it told the Securities and Exchange Commission in its annual 10-K filing.

“Client faces strong competition from well-established companies with differing approaches to the PC market. Competing commercial software products, including variants of Unix, are supplied by competitors such as Apple, Canonical, and Red Hat.”

Translation: Microsoft for the first time acknowledges Linux as a serious competitor to Windows, especially on netbooks.

Firefox and State

From the transcript of Hilary Clinton’s recent open meeting with State Department staff…

MS. GREENBERG: Okay. Our next question comes from Jim Finkle:

Can you please let the staff use an alternative web browser called Firefox? I just – (applause) – I just moved to the State Department from the National Geospatial Intelligence Agency and was surprised that State doesn’t use this browser. It was approved for the entire intelligence community, so I don’t understand why State can’t use it. It’s a much safer program. Thank you. (Applause.)

SECRETARY CLINTON: Well, apparently, there’s a lot of support for this suggestion. (Laughter.) I don’t know the answer. Pat, do you know the answer? (Laughter.)

UNDER SECRETARY KENNEDY: The answer is at the moment, it’s an expense question. We can —

QUESTION: It’s free. (Laughter.)

UNDER SECRETARY KENNEDY: Nothing is free. (Laughter.) It’s a question of the resources to manage multiple systems. It is something we’re looking at. And thanks to the Secretary, there is a significant increase in the 2010 budget request that’s pending for what is called the Capital Investment Fund, by which we fund our information technology operations. With the Secretary’s continuing pushing, we’re hoping to get that increase in the Capital Investment Fund. And with those additional resources, we will be able to add multiple programs to it.

Yes, you’re correct; it’s free, but it has to be administered, the patches have to be loaded. It may seem small, but when you’re running a worldwide operation and trying to push, as the Secretary rightly said, out FOBs and other devices, you’re caught in the terrible bind of triage of trying to get the most out that you can, but knowing you can’t do everything at once.

SECRETARY CLINTON: So we will try to move toward that. When the White House was putting together the stimulus package, we were able to get money that would be spent in the United States, which was the priority, for IT and upgrading our system and expanding its reach. And this is a very high priority for me, and we will continue to push the envelope on it. I mean, Pat is right that everything does come with some cost, but we will be looking to try to see if we can extend it as quickly as possible.

It raises another issue with me. If we’re spending money on things that are not productive and useful, let us know, because there are tens of thousands of people who are using systems and office supplies and all the rest of it. The more money we can save on stuff that is not cutting edge, the more resources we’ll have to shift to do things that will give us more tools. I mean, it sounds simplistic, but one of the most common suggestions on the sounding board was having better systems to utilize supplies, paper supplies – I mean, office supplies – and be more conscious of their purchasing and their using.

And it reminded me of what I occasionally sometimes do, which I call shopping in my closet, which means opening doors and seeing what I actually already have, which I really suggest to everybody, because it’s quite enlightening. (Laughter.) And so when you go to the store and you buy, let’s say, peanut butter and you don’t realize you’ve got two jars already at the back of the shelf – I mean, that sounds simplistic, but help us save money on stuff that we shouldn’t be wasting money on, and give us the chance to manage our resources to do more things like Firefox, okay?

Sugar on a stick

The open-source education software developed for the “$100 laptop” can now be loaded onto a $5 USB stick to give aging PCs and Macs a new interface and custom educational software.

“What we are doing is taking a bunch of old machines that barely run Windows 2000, and turning them into something interesting and useful for essentially zero cost,” says Walter Bender, former president of the One Laptop per Child (OLPC) project. “It becomes a whole new computer running off the USB key; we can breathe new life into millions of decrepit old machines.”

Bender left OLPC last year to found Sugar Labs, which promotes the open-source user interface, dubbed Sugar, and educational software originally developed at OLPC. Bender has dubbed the new effort Sugar on a Stick. The software can be downloaded for free from the Sugar Labs website as part of the new initiative, which will be announced at a conference in Berlin today.

This summer, Sugar Labs will also deploy the software at the Gardner Pilot Academy, an elementary school in Boston, under a $20,000 grant from the Gould Charitable Foundation. Sugar Labs also plans to release an improved version of the software at the end of 2009.
