Networked totalitarianism: the script

The New York Times’s scoop on the treatment of China’s Uyghur population is an eye-opener, even to those of us who suspected the worst.

The students booked their tickets home at the end of the semester, hoping for a relaxing break after exams and a summer of happy reunions with family in China’s far west.

Instead, they would soon be told that their parents were gone, relatives had vanished and neighbors were missing — all of them locked up in an expanding network of detention camps built to hold Muslim ethnic minorities.

The authorities in the Xinjiang region worried the situation was a powder keg. And so they prepared.

The leadership distributed a classified directive advising local officials to corner returning students as soon as they arrived and keep them quiet. It included a chillingly bureaucratic guide for how to handle their anguished questions, beginning with the most obvious: Where is my family?

Samples:

”They’re in a training school set up by the government”. If pressed, officials were to explain that the parents were not criminals, but were nevertheless not free to leave the “schools”.

The question-and-answer script also included a barely-concealed threat: students were to be told that their behaviour could either shorten or extend the detention of their relatives. “I am sure that you will support them, because this is for their own good”, officials were advised to say, “and also for your own good”.

Lots more in that vein.

So why are Western countries still treating China as a proper member of the international community? (The answer is that one has to play nice with a superpower, I guess.) And what will it take to change things? Answer: probably only a brutal Tienanmen-style suppression of the protests in Hong Kong would have that effect.

On the other hand, it’s not that long ago that the UK had a system of interning people without trial in Northern Ireland. But at least it had the excuse of a genuine emergency. As far as one can see, the Uighurs don’t pose any threat to the Chinese state.

Our feudal present

In late August, a black-sailed ship appeared in the harbor carrying a 16-year-old visionary, a girl who had sailed from the far north across a great sea. A mass of city-dwellers and travelers, enthralled by her prophecies, gathered to welcome her. She had come to speak to the nations of Earth, to castigate us for our vanities and warn us of coming catastrophe. “There were four generations there cheering and chanting that they loved her,” the writer Dean Kissick observed. “When she came ashore, it felt messianic.”

Thus begins “In 2029, the Internet Will Make Us Act Like Medieval Peasants”, a lovely essay by Max Read on what tech is doing to us.

“Looking around lately”, he writes,

I am reminded less often of Gibson’s cyberpunk future than of J.R.R. Tolkien’s fantastical past, less of technology and cybernetics than of magic and apocalypse. The internet doesn’t seem to be turning us into sophisticated cyborgs so much as crude medieval peasants entranced by an ever-present realm of spirits and captive to distant autocratic landlords. What if we aren’t being accelerated into a cyberpunk future so much as thrown into some fantastical premodern past?

Can the planet afford machine learning as well as Bitcoin?

There is, alas, no such thing as a free lunch. This simple and obvious truth is invariably forgotten whenever irrational exuberance teams up with digital technology in the latest quest to “change the world”. A case in point was the bitcoin frenzy, where one could apparently become insanely rich by “mining” for the elusive coins. All you needed was to get a computer to solve a complicated mathematical puzzle and – lo! – you could earn one bitcoin, which at the height of the frenzy was worth $19,783.06. All you had to do was buy a mining kit (or three) from Amazon, plug it in and become part of the crypto future.

The only problem was that mining became progressively more difficult the closer we got to the maximum number of bitcoins set by the scheme and so more and more computing power was required. Which meant that increasing amounts of electrical power were needed to drive the kit. Exactly how much is difficult to calculate, but one estimate published in July by the Judge Business School at the University of Cambridge suggested that the global bitcoin network was then consuming more than seven gigwatts of electricity. Over a year, that’s equal to around 64 terawatt-hours (TWh), which is 8 TWh more than Switzerland uses annually. So each of those magical virtual coins turns out to have a heavy environmental footprint.

At the moment, much of the tech world is caught up in a new bout of irrational exuberance. This time, it’s about machine learning, another one of those magical technologies that “change the world”…

Foresight, ignored

I’ve been reading “The Anatomy of a Large-Scale Hypertextual Web Search Engine”, the original academic paper in which the co-founders of Google, Sergey Brin and Larry Page, outlined their search engine and its properties. It’s a fascinating read for various reasons, not least the evidence it presents of the pair’s originality. And at the end there are two Appendices, the first of which suggests an eerie prescience about the extent to which advertising would be a malignant business model for any enterprise aiming at objective search. Here it is:

Appendix A: Advertising and Mixed Motives

Currently, the predominant business model for commercial search engines is advertising. The goals of the advertising business model do not always correspond to providing quality search to users. For example, in our prototype search engine one of the top results for cellular phone is “The Effect of Cellular Phone Use Upon Driver Attention”, a study which explains in great detail the distractions and risk associated with conversing on a cell phone while driving. This search result came up first because of its high importance as judged by the PageRank algorithm, an approximation of citation importance on the web [Page, 98]. It is clear that a search engine which was taking money for showing cellular phone ads would have difficulty justifying the page that our system returned to its paying advertisers. For this type of reason and historical experience with other media [Bagdikian 83], we expect that advertising funded search engines will be inherently biased towards the advertisers and away from the needs of the consumers.

Since it is very difficult even for experts to evaluate search engines, search engine bias is particularly insidious. A good example was OpenText, which was reported to be selling companies the right to be listed at the top of the search results for particular queries [Marchiori 97]. This type of bias is much more insidious than advertising, because it is not clear who “deserves” to be there, and who is willing to pay money to be listed. This business model resulted in an uproar, and OpenText has ceased to be a viable search engine. But less blatant bias are likely to be tolerated by the market. For example, a search engine could add a small factor to search results from “friendly” companies, and subtract a factor from results from competitors. This type of bias is very difficult to detect but could still have a significant effect on the market. Furthermore, advertising income often provides an incentive to provide poor quality search results. For example, we noticed a major search engine would not return a large airline’s homepage when the airline’s name was given as a query. It so happened that the airline had placed an expensive ad, linked to the query that was its name. A better search engine would not have required this ad, and possibly resulted in the loss of the revenue from the airline to the search engine. In general, it could be argued from the consumer point of view that the better the search engine is, the fewer advertisements will be needed for the consumer to find what they want. This of course erodes the advertising supported business model of the existing search engines. However, there will always be money from advertisers who want a customer to switch products, or have something that is genuinely new. But we believe the issue of advertising causes enough mixed incentives that it is crucial to have a competitive search engine that is transparent and in the academic realm.

In today’s edition of his regular newsletter ‘Big’, Matt Stoeller reports something Rana Foroohar, author of Don’t Be Evil: the case against Big Tech (my review of which is here), said when he asked her what was the most surprising or weird thing she learned when working on her book. “I don’t know if it’s weird”, she replied,

but the most surprising thing I leaned while researching the book was that the founders of Google, Sergei and Larry, had basically predicted the key problems with surveillance capitalism and where they would lead us back in their original paper on search, written while they were Stanford grad students. At the very end, in the appendix, there’s a paragraph where they admit that the targeted advertising business model could be misused by companies or other entities in ways that would hurt users. This is kind of a bombshell revelation given that search engines say everything they do is for users. The fact that this paper hasn’t gotten more attention makes me think people aren’t reading….which is itself part of the problem of attention capture I describe in the book.
